I am getting ready to start my new garage and Blue Stake (company that marks where utilities are) came out and marked my street in front of house this last week. I am wondering if anyone knows exactly what the criptic meanings and colors are. I found reference to orange is communications lines, ie cable tv, phone, internet arenas. any one know?

Blue - Water

Red - Electric
Orange - Communications/CATV
Green - Sewer
White - Proposed Excavation (this should have been pre-marked by you or the contractor)

That means there is no comms in the area, that's an "N' for no with an arrow attached to it.

If you take a mirror, and hold it down near the ground, and read the words in the mirror, it says "Mars needs women"....

The next thing is to make sure that whoever digs honors the markings.
When we wanted to start using Comcast, they told us that current rules required the cable to be buried in a conduit from the post to the house. (Previous wire was just on top of the ground.)
The existing AT&T line was marked and "Hand Dig" was painted in red.
Comcast's contractor trenched right through the AT&T line.
Neither AT&T nor Comcast acknowledged my complaint or did anything.
Fortunately, I use cell phone only, and Comcast for Internet only.

I suppose I will have to disclose that condition when selling the house...

I dont see why u would have to disclose that when it isnt part of the house.

When the new owners go to get service, ATT will discover the cut cable and replace it making the previous contractor pay for it.

But that has no effect on the condition of the house.
