I want to do my garage floor in an Epoxy finish with the Flakes, except I want an 18 inch solid border around the garage floor perimeter. What's the best way of accomplishing this?

Are you saying you want to flake the floor but you want to leave the border itself solid?

Yes . . . . I plan to do the entire floor in a base color (dark gray) and then do the final (color coat with flakes) after taping off and protecting the 18" border areas. I'm concerned with an edge that might be left along the taped lines.

Could you fabricate some 'duck boards' make a covering after you put the final down, but before you tossed the flakes? Cardboard hanging from the celing, or on very small nails suspending it?

We had someone do something similar. As I recall he did the entire floor with the primer, the the solid borders, and when they were tack free taped the inner edge with masking tape, coated the inside area and broadcast the flakes.

I've done it the way Fred (AlphaGarage) describes - it works well but just takes a bit of time. The seam between the two finishes goes away when you clear coat over the top (assuming you will be doing that).
