Bottle jack leaking

I have a engine hoist with a bottle jack that leaks out the screw valve. The info sticker is deteriorated and unreadable but it's about 2' long.

It leaks when vertical and no pressure on the ram. Otherwise it operates fine. If I store it horizontally it doesn't leak but it's a pain to R/R each use.
I read the sticky but didn't find the info I'm looking for.

The ball looks OK. It has a tapered rubber gasket around the screw valve.

Is this a ball/seat issue or the rubber seal? What holds oil in when just sitting with no load? Thanks.

If the Jack operates normally/holds the load etc, the tapered sleeve is the culprit, it's not a very good design.
