Fleur de lis or Lily chosen by Baden Powell as first symbol of scouting. Howell had previously used it with soldiers but later said it represented a compass rose, always pointing north leading scout in right direction. The three petals represented oath scouts made when joining, duty to God and Country, duty to self and duty to help others. It is still used but has changed color and has additional elements added representing different aspects of scouting.

Could be anything but looks like early scouting if I had to guess. Fleur di lis isn't exclusive to scouting but it is the main symbol of scouting.

Thanks I've heard of that but not gonna spell it has something to do with God or that area I think I'll research that thank you so much
