I need to measure 12 inch brake drums before and after turning.

they are 12 inches to start and obviously get larger when you turn them.

I see many 12 inch calipers

but do they stop at 12 inches even or do the go a bit larger to measure the turned size?

Can anyone recommend a reasonably priced digital one?

If you can find a set reasonable, I'd use ID micrometers. Normally they come with interchangeable rods to make whatever diameter you want. I've purchased a couple of sets (non satin chrome) for less than $30 at auction. You need a little feel to hit the diameter and to get it parallel to the mounting flange (in/out the length of the brake surface} but they will do / will work..
