Breaker will not reset

I am hoping somebody can help me with this electrical puzzle. I installed a new outlet by drilling from inside the house and installing a GFI on the outside of the house in the proper box. I remember when I installed the first GFI a breaker pop so I installed a new GFI. I have power to the new GFI and I checked the wiring with a device and it reads that the wires are correct. I also have power to the inside outlet that I tapped.
Here is the problem and puzzle the breaker to my kitchen garbage disposal will not reset? Did I ruined this breaker, and do I need to install a breaker?

Physically wont go/latch in the on position, or the disposal just refuses to work...In the latter case the unit usually also has a reset button built in

If the breaker wont latch in the on position, pull it from the box and try it, if it still won't it's mechanically hooped.

Did you drill into the wire feeding your disposal?
What was the first gfi for that you installed??

Try disconnecting the gfi and see if breaker will reset.

Did you wire the black and white wires both to line side of gfi?

Is this GFCI/inside outlet on the same circuit/breaker as the disposal?

where is this GFCI/outlet located?

What is the make and model of panel and breakers you have?

Sometimes Zinscos lockup...

Once you rule out any wiring errors and it still won't reset. Remove it from the panel and holding it flat smack the **** out of it on the palm of your other hand, then see if it will open and close correctly. Sometimes that's all they need is a good slap on the ***......like most things.
