Here we have this... any ideas?

It's a stand for dial indicators. The base is magnetic so it will stay put on a surface plate or a machine .
Yours is from Providence, so it was made before 1965.

Is there any value in something like this or just novelty?

Not too much value in that condition .
If I saw it at the flea market for 5 bucks I'd still have to think about it.
