Budget is limited, but am looking to return my SuperCoat kits for Epoxy-Coat.

Plan:
- Muratic Acid (this is a brand new floor)
- Lock-Down primer
- Epoxy-Coat 100% solids
- medium flakes
- SuperCoat Waterborne Urethane topcoat

Would this be a worthwhile solution for someone budget-restricted like myself?

Lock-Down is an acrylic latex concrete paint primer. It is not compatible with epoxy. Lock-Down is for latex paint and 1-part acrylic latex epoxy paint. A proper epoxy primer is still epoxy, it's not paint. You will not find an epoxy primer at a home improvement center or paint store. This article here explains what an epoxy primer is and why it's highly recommended to use with high solids coatings.

Just for some more info, an epoxy primer is not required for most 100% solids applications in order for it to adhere well, but it's highly recommended. Many people have applied 100% solids without a primer, but your final outcome in terms of cosmetics can vary. Professional installers will always use a primer because they know what can happen if they don't.
