Budget tool cabinets with rearrangeable drawers

Are any of current budget friendly single stack toolboxes allow re-arranging drawers like 26" HF series1?
I am interested in getting couples and making full cabinet of shallow drawers and the deep ones in the other.

I've moved around the drawers in the Craftsman S2000 stuff. Easy stuff, just drill out the rivets on the slides and move around at will.
