Buffum Tool something or other

I picked up this thing recently for a couple of reasons. I like things I've not seen before and the Company Name, Buffum. I'd not heard of them but I since found several examples.
So, can anyone tell me what I got here?

Might be a cotter pin puller. I don't know though. Never seen that one. I did run into a small offset screwdriver of theirs.

Looks close, if smaller. I wondered if maybe whatever it is was not always that bent back.

That was my thought, the curved end was over curved by an exuberant user.
