I am starting a 12x16 in the morning.

http://www.garagejournal.com/forum/showthread.php?t=280078

Our budget was $1200

So far-

HD visit today was $699

1 36x80 metal door with deadbolt- $150
1 3x3 vinyl window $120
2x4s for wall framing
2x6s PT floor framing
8 sheets of 1/2" OSB for floor

I am going with metal exterior with wainscoting to match shop and metal roof.

Should be under $500 for metal by using prices I got on my shop materials.

Use recycled materials.
I built the kids an elevated cubby house about that size. It's fully lined and insulated, metal roof, exposed Oregon beams and posts. All up I put about $1000 into it, and $550 of that was me purchasing a new Makita compound mitre saw.

Years ago built a similar shed using redwood 4 x 4s as a base covered w/3/4" ply. Stud walls and T-1-11 exterior siding, with a 36" used exterior door. Went with three tab roof shingles for longer life than rolled roofing. lasted 25 years before I moved and left it behind. I once needed to relocate the shed for a larger garage build, I simply obtained peeler cores from the Home Depot and rolled the shed where I wanted it. No problems.

I built one for 600ish, but I did get my shingles free from a friend that had extra. I built the floor and walls like a house, except pressure treated for the base. It had to technically be moveable to not require a permit, so instead of poured concrete I used block stacked to make a level base. Tounge and groove plywood flooring sheets. T1-11 sheets on outside. I made the entire end a split door, open half for normal use, both doors to open the entire end wall.
Just design it for economy of materials-avoid leftovers, but you said 12x8, so thats easy.
Its held up 7 years so far,

Brian

Put a little money into the floor by using treated material for the joists and the floor, after that you can get pretty creative. A neighbor built a tool shed out of pallets and it turned out really nice. Here is a link to a few pics of some.

That's a really interesting idea to use pallets, I may consider that as I need to build some kind of shed pretty soon.
