I found this guy a few weeks ago. It is small; only 4-1/8 inches overall length. At my workplace we would call it a tweaker. It has a nice metal rotating finger disk on the end.
The stamping on the handle is "Busse & Bredemann No. 10. Park Ridge Ill." At first I was excited, thinking I had found a new-to-me manufacturer. However, after searching, I find that Busse & Bredemann is a car dealership. They have been around since 1949 with Chicago area roots going back even farther. They are still in business.
So, I am guessing this must have been an advertising screwdriver like the more common pocket-clip screwdrivers that had printed text on the handles? It's just that having a model number and being somewhat fancier, it seems a bit out of the ordinary for an advertising screwdriver.
I contacted the company via a "Contact Us" link last week, but I didn't hear back. I wasn't really expecting to, but I thought I'd give it a try. They do have a nice history timeline link on their website. Bredemann Dealerships - History
