I'm really wanting to get a house with a detached garage. Should I tear down the garage and build a new garage that has a taller ceiling and taller garage door? Or should I keep existing garage and make the walls 2' higher and make the garage door '1 taller?

Check your local building climate.

Here, you can get away with raising a building 2-feet DIY-style and nobody bats an eye. Whereas going through all the permissive steps to demo and build a new garage will be long-winded and brutally costly. YMMV.

If waiting to move to an existing house with an acceptable detached garage is viable, you'll likely get a better return. Detached garages/shops etc seem to add less than 25% of the construction cost to the property sale value. Yes there are exceptions....but if return on investment is important consider moving to one the structure is already built on then finish off the interior as needed
