Owner's mark perhaps? I've got some like that with the plasticy type handles. They used to have some info printed around the hinge circle.

Thanks for the reply, yatg. I'm pretty sure it's not an owner's mark, since there are several for sale on eBay that have the same mark.
It might be a code for the maker, but I can't find that particular code anywhere.

Crescent made Pliers for Craftsman prior to (and overlapping with) Western Forge. From c.1960-70.

Many thanks, Lesserstore - I thought Crescent had made some Craftsman tools, but I couldn't find a reference to them using a simple stamped "C".
Where did you get your info? (I'm a little new at this, so I'm likely missing some sources you veterans might know about.)

Modern Craftsman Series (generally 1947 and later, some exceptions):

AZ-circle
= J.H. Williams & Co, ca. 1955 - 1967

BF = probably Daido, possibly KTC, Japanese made, ca 1969 - 1987

C = likely Crescent division of Cooper Industries, ca. 1964 - 1973

C = Stanley Works, Taiwanese made, ca. ? - ?
(note--Canadian Craftsman series code)

CG = unknown U.S. manu., ca. 2001 - 2005

The cutters in the pic are U.S.A. made, so I guess Crescent is the likely maker.
Where did you get this list, if I may ask?
