Planning my garage and cabinets that I want to build out of plywood. I noticed some guys have their's suspended on the wall off the ground. What are the advantages of this versus just mounting them on the floor?

If you keep the floor clear then it is easier to clean up if you wanted to hose the place out.
You also get to 'park' small stuff under the cabs that you may not want to put in the cabs, like floor jacks, wood blocking and such.
And, of course, if the wood is not touching the floor then it won't wick moisture.

they can be easily leveled, easier to clean around, under and such....storage for flat things, no toe stubs,

Aside from the obvious cleaning advantages, concrete and wood/particle board don't play well and moisture and mold are a real issue in an unconditioned environment.

That being said, mine are on the floor because that is the only type that I could afford at the time (free).

Mine all hang from the wall. For me it is easier to clean and store additional items underneath.

I will floor mount mine. My short cabinets will look like grey cabs above indented for "toe" area amd sealed. If i cant see it i dont need to clean it.

I am buildimg some taller cabinets that i will floor mount but keep the front open so i can wheel taller items into like vac and jack heavier boxes etc.

My cabinets are on the floor, but I also have Knaack cabinets that are all on casters so I can pull them out, rearrange, sweep under.... and rearrange if needed.

Look at the way they have been doing it in kitchens for decades.
There is a reason people copy things that work.

I see this as 2 different scenarios.
Dry subfloor in the house with plenty of room to store things else where vs. concrete floor that will be damp in some areas and the ability to store heavy stuff like floor jack under a wall mounted cabinet.

I say wall mount and give yourself some added room.
