Lets say a 240v clothes dryer info label says it pulls 24 amps. Does that mean it pulls 24 amps on each leg? Or 12 amps on each leg adding up to 24 amps total?
It's 24A across the 240V. Still just 24A but twice the power as 24A @ 120V.
EDIT: you can think of it, loosely, as 24A flowing out of L1 and the same 24A flowing into L2. The two descriptions you gave could be confused with adding 24 and 24, or adding 12 and 12 to get 24, neither of which is the right way to think of it.
