motor pricing VS compressor pricing

Why does a single motor with zero plumbing/tank/instructions cost about the same as an entire working compressor?

My impression of California Air Tools is that you are paying a premium for very low noise levels. Important in a office or lab setting, my dentist has one. As far as a garage setting there are much better options that are designed more towards CFM and PSI output rather than low noise.
