Typically one buys the die set then machines the die's that go in them to do the job needed. Each die is custom so what it was used for is not discernable from the picture.

First One is some kind of die punch something, need more pix and info for a better ID.
The second is a rigid stone engine cylinder hone, somethings also called a deglazer
