Can anyone ID this old ring pull cabinet?

I know it's not a Union toolbox because Union had recessed ring pulls. I'm guessing it's only about 8" deep and almost all the drawers are very shallow. The lid compartment is also shallow. It might have had an outer cover since there's a slot on the bottom. I don't see any typical hardware like corner braces. Any idea what it is or was used for???

Possibly a dentist office or possibly a watchmaker.

I am betting on shop made. I have one that is almost the opposite, in that the full length drawers are on top, while the half drawers are on the bottom.
