Looks like some type of snips or cutters, but for what purpose/use ?

Inscription on tool: St. Pierre, Worcester Mass U.S.A.

Any ideas ?

That company is still around and they manufacture pitching horseshoes and tire chains as well as chain and wire rope. I would suspect it's a pliers for working with chain links of some sort. A call to them may clear up your questions

Great minds think alike ! I just sent them an email.
Pliers for tire chains makes sense (I've never had the occasion to put tire chains on anything I've owned) -- I'll keep you posted once I hear from the company.

I have seen this same tool used on a farm to repair metal fencing that surrounds cow pastures. Nice find.
