Can anyone ID this Western Union item (tool?)

I believe this is a lineman tool of some kind, but I have never seen one before. Can anyone Identify its purpose. Marked W. U. Tel.

It looks like it could be an older version of the more common Bell System lineman's wrenches used for nuts, bolts, and lag screws. The ends were open, but square, and lipped like that.

EDIT: Took some pics of my Bell System B lineman's wrench. See what I mean? Similar OAL. Similar openings, but open ended instead of enclosed. And the hanging hole was moved to the shank.
