Can anyone identify this old tool?

Hi--this interesting item is apparently used for grasping and or pulling wire or cord (at least that is what it looks like to me), but I have no idea what it's called, or its application. The letters "SK" are on the side, but obviously it's not an old S-K automotive tool. Anyone know what it really is?

Yeah, you're right, it is SC. Apparently I need to clean my glasses.

Also, there is a fencing tool which is also used in stretching wire, but it has a very pronounced fulcrum point, which this one doesn't have. It well may be for barb wire, but it doesn't to me seem particularly well designed for that function. That's why I thought it might be for stretching, but I could easily be wrong. Thanks for your response!

I think it's too small to be very useful in stretching fence. Maybe a tool used by chair caners to pull the strands tight before installing the locking peg???

Could be a tool for pulling electrical fish tape. I have on that's made out of aluminum but that one would do a good job on fish tape.

Thanks to everyone who posted answers. Sadly, they all seem unsatisfactory, except perhaps the one for pulling chair caning. It's really lightweight.
