Can anyone identify this tool?

My brother-in-laws dad died and this tool was found in his garage. We have zero idea what it might be. Only wild guess was a leather-working tool, however he had no known interest in that activity. Our brainstorming has come up with nothing. The three toothed discs rotate independently.

Used to shape a worn grinding wheel on a bench grinder, you turn on the grinder, and while wearing eye protection,push the dresser against the rotating wheel,cleaning &
reshape it.

Looks like a vintage snap on toothbrush. I believe they were generally sold in communities that lacked available flouride.

I was kind of thinking it was a curette for use on a giant.
