Can Anyone Identify This Tool?

Found this in my Dad's garage. It is stamped "Proto 659 USA". Google came up empty. Anyone know what it is?

It has 2 allen head set screws on one end where apparently some type of shaft gets inserted.

Make sure your motor is turning the right direction if you decide to use it. Should tighten as you use it instead of loosening. You could end up with a loose grinding wheel turning 3500 RPM if you have a CCW (or CW I forget which) motor hooked to it. Very handy item for someone to cheap/poor to buy a grinder.

Thanks everyone for the good info. I was really surprised I couldn't find anything via Google. But, after the responses in this thread, I was able to find a similar tool on Amazon to confirm.

Dad actually had two of these and apparently neither one has ever been used. Not sure how old they are. Not something I'll likely ever use but I'll hang onto them just in case.
