a few things give it away... instead of 130 they say 131... all thier welders to this for some reason aso, the line under where it says "dual mig" is on all thier welders. You can pick up a 151 amp for like 200$ brand new. I have heard horror stories about these things on the hobart board

Since my Granpa retired and moved to town he bought one for his shop in the basement so he wouldn't have to go out to weld on the farm.

He uses it mostly for making 1/16 scale tractors and implements. He seems to think it works fine.

The MIG-131 isn't a bad machine, but it certainly has its limitations. It does well on 1/16" and 1/8" mild steel. They claim up to 1/4", but I haven't tried this. The fluxcore wire that comes with the machine is junk. On the other hand, with a roll of Lincoln 0.035" innershield wire, you can get a nice weld with full penetration. If you need a welder for occasional use and relatively thin steel, it's not a bad choice. If your needs go beyond this, a more powerful 220 volt welder would serve you better.
