I would NOT paint over a floor sealer. Any product applied over a sealer is not goiung to get good adhesion and will come up. Remove the sealer either with a chemical stripper or grind it away with a floor grinder. The coating will have a greater chance of success when applied irectly to the concrete. If the sealer is a water based, a muriatic acid wash should get rid of it.
