FWIW Snap-on calls it a "speed open end". In the past they sold them as combination wrenches like the Craftsman and I've seen them as Flare nut wrenches on one end and 'speed open end' on the other. Nowadays they're available as a "Ratcheting Box/Speed Open End Combination Wrench Set"

I'll admit that I don't use them a lot any more but the speed wrench is pretty useful. ~30 years ago I used to use them quite a bit. Break it loose with the box end and run the fastener the rest of the way with the open end as fast as you would with a ratcheting wrench. That said, if there's room for a ratcheting wrench I'd rather use it, so since the GearWrench showed up on the market the speed wrenches don't see much use any more.
