Can start new thread but not comment on existing?

Notice I can start a thread no problem but if I try to post a comment to an existing thread I receive a message I don't have permission?

Is their something abnormal here or is their some reason one can start new but not comment on existing?

Nope...was in the general discussion area. I will try that particular thread again. On a phone app and sometimes I think they di odd things.
