Can this clamp be fixed?

I have a couple in that condition, sometimes depending on what I'm using them for - an old socket over the ball works just fine.

I had a clamp on vise missing the swivel and the fix cost me exactly $.02. I drilled a hole in a penny and superglued another penny to the top. Then I clamped it to a table. The pennies are holding up so far.
