Can we do a "Sticky" audit?

I've been thinking about "Sticky" threads and their lifespan...first, some just seem like they need to be retired.

  • Recall on Ryobi battery charger
  • 2017 East Coast Blizzard Contest: Help a Neighbor!
All of these seem to have run their course...

Second, I wonder if the persistent stickies should be in their own forum. Not the forum rules stickies, but the ones with ongoing updates or good overview info. If we had a forum called "Look here first" or something to that effect, we could group all the "Sticky" info into 2-3 pages of threads.

I think this would be helpful as after the banner, menus, and ads there are only three new threads visible above the fold in the General Tool Discussion on my screen. A quick glance at the page would be more useful if the stickies weren't always clogging the real estate. See attached for a glimpse into what I mean.

Thoughts?
