Can you help me ID this "thing"?

I got this with a bunch of other tools at a sale last weekend. I have no clue what it is? I thought it was possibly a flag pole holder? Any help would be greatly appreciated.

The taper on the shaft socket leads me away from a flag pole holder. I’d think I’d check if a threaded broom handle fits in there, maybe holds a squeegee?

I don’t know what it is or what it does, but now I need one.

Better to have one and not know what it is, than to know what it is but not have one.

My first thought was a holder for a paint brush on a pole. The round part looks like cast iron/steel. The other part looks like it has a different patina on it. So it might be something that someone put together for a specific task.
