Can you help me identify this hand tool?

I'd appreciate any help in determining what this tool is for.

It came in a an old toolbox of vintage old stuff that I bought. Never seen such a thing. Maybe a torque wrench or impact driver?

It appears to be adjustable in some way by turning a screw recessed in the top of the handle. I think the driver end might be removable, but I don't know how.

I agree with madmanc. It seems to make sense to be a torque screwdriver. But I also have never seen one.

Torque-limiting screw drivers are a specialty tool, primarily used on assembly lines where the product is assembled with screws.

Torque-limiting keeps the workers from over-tightening the screws, which makes sense when one considers that the actual torque applied to the screw driver would vary from worker to worker, and even may vary during the working day for any particular worker. The assembly worker may become fatigued or distracted, resulting is screws being inadequately tightened, or over-tightened and broken.
