Can anyone tell me what you would use a drill bit this small for?

Many things, but especially orifices. I get a job sometimes that requires drilling #70 holes in brass.

Drills can be purchased in much smaller sizes than that. Carbide circuit board drills are available down to .005" or so.

Very small holes.

Used in electronics and various applications. I have machined a vacuum plate wit holes that small in the past, used for screen printing on a very thin membrane. Holes were spaced at .100 and were .015 on diameter. Then machine the back side for the vacuum passages. Not fun!
