looks like for rolling wire onto it from a larger spool . then it collapses so you can remove the wire
Another theory: Based on the way the linkage appears to work, when you pull from the ring at the top, the little feet with rubber pads will move outward and squeeze the inside wall of a ring or tube. To me, it looks like a lifting apparatus for some kind of large ring or cylinder. My first thought was beach fire pit rings.
