Can you identify this tool?

This belonged to my grandfather and on display at a county fair but no one knows what it is.

It looks similar to a tool that was used in underground mining to cut threads in wooden dowels for holding electrical insulators.

I will second msimmons experience - it appears to be another great site, just can't get through registration.

Hmm. That's not good...

Tool Talk was hacked a couple of months back and Papaw has had a lot of trouble trying to get the site up & running again, so these registration problems may be connected to that.

I kind of thought that too but the moveable part has a groove that I think would hamper turning the pencil, although in 1940 maybe all pencils were round?
Also seems like a lot of work for a pencil sharpener

A scaper used to taper the fly fishing rods

I asked, he didn't think that was it. His theory is that it is for cutting strips for "bamboo bottomed chairs," but i think the moveable piece would be perpendicular to the blade for that, to hold the workpiece tighter to the blade.
