Can You Identify This Toolbox?

Can you identify this box set up. The first is a top box my brother had that my dad gave him, and the second is the bottom box that goes with it that belongs to my dad. I've looked over both of them and cannot find a brand on them whatsoever.

looks like to me an older waterloo. I have a larger 9 drawer bottom that looks very similar.
