I picked up this interesting tool but I need help in figuring out what it is. I have faith that someone out there can ID it.
, so I told him it was to detect earthquakes. It couldn't have happened any better if I had begged for it, but no sooner than I said that, the plumb bob moved. He looked at it with the funniest look I ever saw. On the late news that night, it was reported that there was an earthquake in Kentucky and felt all the way up in Ohio 


This had me curious enough to keep searching until I found something. After some random Googling one of my guesses was some kind of gyroscope or balancing or testing tool for clock springs. Turns out I had at least ventured into the right neighborhood.
"This is an escapement maker's uprighting tool. It is used to get a pair of holes lined up in the top and bottom plate of a watch. In use, the bottom plate has a pilot hole or a punch mark is already in place. The watch plate is placed flat on the table and the lower sliding center is moved up to fit in this hole. The upper plate or bridge without a hole is attached to the bottom plate. The top runner of the tool is then lowered and the sharp center marks the bridge for drilling."
