That was the name of Billings & Spencer's Canadian forge operation and facility, located in Welland, Ontario. EDIT: That seemed off to me, from foggy memory, and I was right, it was. I omitted the other companies involved in what was actually a very early conglomeration. Sorry. Good summary linked here. The profile of that wrench, including the sunken panel in the shank, is a dead ringer for B&S Duo-Forged M- series, though.
