How do cartoons with such crappy artwork make it onto TV these days?

Some of these shows look like doodling from a highschool kid's notebook.

I remember when I was a child cartoons were made by actual cartoonists.

I've wondered this too.

I remember as a kid in the 80's how Disney really was magical. The toons had that something that none of todays toons have. Remember the old Mickey, Goofy, Donald cartoons?? They were great! Why don't they play them anymore?? Now they have that computer generated ****. All the newer versions of old cartoons ****.
Remember:
Mickey Mouse
Woody Woodpecker
Chilly Willy
Chip and Dale

Remember Saturday morning cartoons follwed by Dukes of Hazzard, Incredible Hulk or Fall Guy? Sunday morning was The comedy hour. Three Stooges, Laurel and Hardy, Abott and Costello and of course, the Little Rascals.
And during the week when we got off the bus it was Rescue Rangers, Tail Spin, Ducktales.

Kids these days are getting the short end of the stick when it comes to programing.

Simpsons and South Park are two of the best written and edgiest shows on tv. What they show is that material outweighs production.

OTOH we own everything by Hayao Miyazaki of Studio Ghibli, and plenty of Disney, but there is no reason all animation needs to be targeted to 4 year olds, or that animation for 4 year olds needs to please adults with sophisticated graphics.

Animation is better than it has ever been, look at some of the recent high quality stuff. They just don't do it for kids who could care less if Gumby has a shadow.

Actually, there are quite a few good cartoons on these days:
- Adventure Time (new favorite)
- Chowder
- Johnny Test
- Pheneas and Ferb (Disney)

And there are a ton of adult-oriented one's that are great too. Aqua-Teens for instance.

The low-res all started with South Park. It's done on purpose.

Check out Venture Brothers on Adult Swim. If you liked Johnny Quest as a kid you'll love this as an adult. Speaking of Johnny Quest, the animation on that wasn't really very good even though it was back in the "good ole days."

Have you watched any of the Pixar movies lately? Animation today CAN be better than anything even imagined in the time of Walt Disney. Think about Cars, Finding Nemo, etc. Just absolutely incredible art work and story lines.
