Cast iron shears that don't close

Please help me identify the use of these shears. Found in Otsego County, NY. The curved side is sharp and does not close against the cupped side.

Can't find anything similar via google image search.

A wild guess based on design is it is a tool to cut pills or lozenges into smaller dosage.
It's a snapper, not a cutter.

Maybe they are for cutting overgrown teeth on horses or something...!

That's not a shear, it's a humane chicken killer. You put the blade in the chickens mouth and the flat over it's head and crunch.

Asking around I have heard some suggest that the shears were made to split chestnuts. The best thing would to see an ad for the shears that would specify their purpose.
