Aren't those a "riveted" or press-fit post? I don't think there's a driver for that.

Those are pressed spigots. There’s no tool as they are not designed to come apart.

that is a factory swage to lock the pin to the base . not meant to come apart. why are you trying to remove that? that holds the caster & mount together, not to the box
