So from my search, I gather either CDI makes the Snap-On Tq wrenches, or Snap-On makes the CDI...correct? Are they the same quality?
I just picked up a CDI 1/2" Model 2503LDFN (0-250lb.ft)dial gauge wrench for about $55 shipped off EBAY- http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=320199557987 .
Don't know anything about them other than the tie to Snap-On. The quick search online shows me that model sells for around $225 new, so I figured it wouldn't hurt to try it.

It largely depends on how lucky you are. The advertised torque wrench is a government model. That long number quoted in the listing is a national stock number for that item. Now here's where luck comes in, how did the buyer obtain said torque wrench? Is it excess surplus from auction? Did it get deleted from the inventory and replaced with another model? Did it fail calibration and was turned in for salvage? Is it stolen? As with everything listed on Ebay, it's buyer beware. I would want to use a recently calibrated torque wrench that I could trust if I was taking the time to torque something critical.
Precision instruments also made torque wrenches for Snap on and are quite good too.

I use precision instruments dial torque wrenches in my shop and IMHO believe they are better made than CDI.

In my day job, I have access to our calibration lab where we calibrate all of our plant torque wrenches. I take all my wrenches in about every 6 months to check and adjust as necessary. The precision instruments is always in cal and I use it quite a bit.
