Okay, it's not for a garage, it is for a basement !

My daughter ripped out some 20+ year old carpeting that was glued down to some 60+ year old tile. The tile likely contains asbestos, but it is in good shape, except for the glue. She wants to make it into the kids play room, with new pad and carpeting, but is deathly afraid of the installing tack strips because it could crack the tile and possibly release some asbestos.

You can use carpet tape (double sided) to hold the padding down, but if you tape the carpeting to the pad, won't it just tear the pad ?

Would Liquid Nails or PL Premium, be strong enough to hold the tack strip (allowing overnight to dry) ?

I'm thinking you'll never see any fibers from installing tack strips, but you may never win that arguement. Damp wipes and a good vacuum could help the argument.
Have you considered carpet tiles?

I would test the tile. If it was bad probably lay vinyl over it and use remnant rugs for the play area. Liquid nails would probably hold the strip, but you might start pulling up the tile when the carpet gets tight if they aren't adhered really well to the cement.

what size are the tile? If 9" then it's more than likely bad stuff. We often encapsulate the tile (if it's down well) with an epoxy top coat. Normally we use our REFLECTOR Enhancer metallics mixed into the epoxy for a really cool finish. You can check out some of the finishes here.

Carpet doesn't belong in a basement. Apply a seamless application then throw down some area rugs.

EPA loves epoxy encapsulation over asbestos tile.

I would lay down ceramic or porcelain tile. It's what I've done in my basement. Used alternating colors to create a checkerboard pattern. Easy maintenance and will last forever.
