I was looking at the parts diagram again, and it looks like the locking bolt that goes in the side of the vise is missing. As in it was never drilled from the factory. But it looks like there are two hex bolts on the rear cone. I tried tightening the hex bolts but it doesn't seem to make any difference. Any suggestions?

Try putting something in the vise and tighten the jaws. I used to have a similar vise, it would lock the rotation when you tightened it.

Correct. Every import one of these I had worked that way too. (And I beat the snot out of them and never broke one either...) Handy suckers that I'm not worried to leave mounted outside with weather and rust etc.

Well, Gol-Dangit 454ragtop and Mohawk Dave you just learnt me sumthin'! I just took a piece of wood and clamped it down and the head wouldn't rotate. This is when experience trumps all. I've looked online and I've looked on YouTube. Everything pointed to a defective vise. Now that I know differently I can go ahead and clean it up. I doubt my father ever greased it. Thank you very much for the help.
