Chain repair tool?

I wasn't able to get a good look at this or get good pics, until tomorrow. The seller, at a thrift store say they think it's a chain repair thing? Anyone recognize it. I'm going back to check on it and some other things in the morning.

Get pictures with the jaws open. Could be for installing lacing on flat belts

Just after the 9 minute mark in the above vid you will see your tool. It is indeed for lacing flat belts.

I thought so. When I was much younger I worked in a sawmill. Lacing belts like that was a regular occurrence.
