Challenging wall to add receptacles to, help!

I I need to add several receptacles to wall in my garage that are common walls with the house. House was completed in 2019. From the garage side working in towards the wall there is 5/8 fire rated drywall, house wrap, then 1” foam board, then I believe it’s 5/8 or 1/2 OSB over the studs. Is it permissible to cut the drywall opening and use my long flex bit to to bore thru the 1” foam board for my romex cable to go thru? Or do I need to get all the way behind the OSB and go thru the insulation? The second way would much more challenging. I believe if I used a shallow box with extender ring it will sit almost flush if I attach the box to the OSB. I just don’t want to fail an inspection and have to everything over
