Cheap Telescopic extraction arm for welding fumes

I'm trying to come up with a ventilation plan for my 1 car garage. I'm learning how to weld (recently bought a stick welder), and I was thinking about putting a 4" bathroom exhaust fan in the wall (and maybe cracking open the garage door for some intake). It's a heated garage, so it'll be annoying to lose the the warm air in the winter, but I'd rather lose some warm air and keep the garage ventilated.

In addition to the fan, I think it would be great if I could have a telescopic arm with a hood that I could position over my welding table. The only problem is, i'm pretty sure the professional grade telescopic arms are at least $1,000. Here's an example of a professional grade one:

Does anyone know of a cheap telescopic arm that I could use?

Buy a cheap used loading dock extendable arm lamp off Craigslist and connect a flex hose to it.

Does it have to extend, or could it just swing? You could build a swinging jib pretty easily with some lightweight tube and a hinge. Hang it from a wall or the ceiling ala most shops and car washes, then use a cable retractor to allow your hose to be easily pulled down for use and retracted for storage. A trolley for it could simply be a larger piece of tube slipped over the jib boom. A bit easier and more professional looking would be using unistrut for the jib/boom and one of their lightweight trolley setups.

thanks for all the advice. I suppose it doesn't really have to extend, and it'll be much simpler to just build a swinging one.

i use three inch thin wall pvc on a swing arm hook to a squirrel cage mounted on the wall
i think i got $12 in it
