Chimney leaking

I know this in not on my garage, but feel the minds on here are the best to ask. Have a new construction fireplace with double walled chimney pipe. Couple days ago had some heavy rains, rained sideways for a bit. And had a leak in house. Found it coming from chimney area. Went up to look and do not understand how the cap can keep water out. In the attached pic, at the arrow you can see down between the pipes.

It is an air gap. Standard for where it goes through structure. Most caps have a top bigger then the base but not with that kind. Perhaps change the cap out.
I’d suspect the flashing job first. Is the high side under the roof panel or just screwed and tarred over it? Also lots of bubble looking areas. That’s “new” construction?? Looks like an afterthought
Get up there with a hose just around the base from all angles. Bet it was running uphill. I’d have that ripped out and done right

Just stated new construction as nothing been changed, it is way it has been. Reason I do not suspect flashing is that no water signs around roof / flashing / screws from attic side. But pipe was wet. First time dealing with double walled pipe. And was expecting to see something other than 3 -4" of open into pipe void at top

Bring that picture to a local stove shop and see if they sell a collar to cover the pipe or the top. It doesn’t have to be open to the outside like it is although an image search usually shows that kind of cap installed like that. You said a pipe was wet. Is it the outside of the combustion pipe or inside of the other one?

Looks like a crappy design on the cap. I have 2 Selkirk chimneys in my house and neither have ever leaked. Maybe you can find a different cap that may fit that chimney.

Get a different chimney cap. I have a 8in super pro. 6yrs no leaks. You do have a storm collar right? I put a bead of silicone around mine to really seal it.

Idk what picture you guys are looking at but i dont see any flashing in the one pic he posted.

The arrows are where the unit gets it's combustion air, if it was leaking from the heater into the room that might make sense, if it was leaking at the ceiling I would be looking for something else like the roof flashing.
