nothing because the breaker will trip free regardless of what position the handle is held in. there are similar legally required devices that are used on fire alarm control panels. this is the home made hillbilly version

Unless it's a very obsolete circuit breaker, all of them are required to be "trip free" by code, so I second the above comment.

Just to add, one can buy a "breaker lock" from the OEM of the breaker/panel.

Its a screw-down U-shaped device that prevents someone from turning off something sensitive that can't easily accept a power outage without higher stakes consequences, without going to get a tool first.

And, the breakers trip just fine with them installed.
