CL Snap On find: Whats it worth?

So this was just posted in my local CL. No price listed only says make an offer. What would be a good deal? It's a Classic 78.

Whenever someone says to make an offer, I always think they want more than market value and that's what they're going after. My instinct is to offer quite a bit less than what it's worth, as you can always go up, but can't really go down. Find out what the market value is from eBay completed auctions if possible, then offer half.

I don't know if it is just dirty, but that looks like the most beat 78 I have ever saw. Yeah it's got the ss top, offer $700 and see where that takes you.

Looks really rough, might be rust coming through on the 2nd long drawer down. I bought one this weekend Yellow Classic 78 without a top for $1400 in really good shape. If it looks better than the pictures and is in great shape just needs a wash and a wax its prolly $1800, if its as rough as it looks considering rust even with the top I wouldnt go near $1000
